PROPOSITION 3: $10 Million No Tax Rate Increase Bond Issue

Student Spaces, and Safety/Accessibility, and Infrastructure Projects

 

Taking the Next Steps: Boonville Schools have engaged in a strategic facilities planning process that kicked off in 2018 with the goal of districtwide safety, security, and sound foundations. Since then, roofs have been repaired or replaced, Boonslick Technical Education Center has been updated, HVAC improvements were made at Hannah Cole Primary, and learning spaces were modernized in BHS and LSE Middle School.

The work done since 2018 has set the stage for our next phase of improvements. The Boonville R-1 Board of Education has approved placing a $10 million no tax rate increase bond issue question on the April 2nd, 2024, election ballot.

Proposition 3 Ballot Language

$10 Million No Tax Rate Increase Bond Issue Ballot Question:

Shall the Board of Education of the Boonville R-| School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Ten Million Dollars ($10,000,000) for the purpose of providing funds for the betterment of District facilities to include the implementation of safety and security measures, electrical updates, plumbing improvements, energy efficiency upgrades, classroom renovations, and heating, ventilation, and air conditioning (HVAC) system upgrades; to the extent funds are available, prepay principal on existing lease financings, make football bleacher improvements, and complete other repairs and improvements to the existing facilities of the District; and issue general obligation bonds for the payment thereof?

If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $1.0699 per one hundred dollars of assessed valuation of real and personal property.

 

 Student Spaces:  David Barton Elementary School's main hallway and the Fourth-Fifth Grade hallway classrooms and bathrooms are due for practical modernization. Classroom updates could include updated student belongings storage, electrical outlets, ceiling tiles, and classroom lighting.

Safety and Accessibility: LSE Middle School and David Barton Elementary entryways will be updated with secure vestibules for building security and student safety. Another proposed project includes optimizing bleacher safety at Gene Reagan Field.

Infrastructure and Plumbing: LSE Middle School needs significant repairs and modernization of its HVAC system. Proposed additions include a new boiler and DOAS unit. David Barton Elementary has plumbing issues that would be addressed with new lines and bathroom repairs.
